Administrative Setup

District Administration
  • The unit Greater Bombay came into existence in April 1950 with the merge of Bombay suburban Bombay city for the purpose of Municipal administration. It embraced an area of 235.1 Sq. Kms. and inhabited 23.39 lakhs of people in the Census year 1951. It consisted of the Bombay Island proper with the coverage from Colaba point in the south of Mahim on the Western Railway side and Sion on the Central Railway side. Suburban areas from Bandra to Jogeshwari on the Western Railway side and Kurla to Bhandup including Chembur and Chembur Camp on the Central Railway side. This covered thirty six Villages.
  • An important change in this unit took place in February, 1957 when the limits of Greater Bombay were extended up to Dahisar on the Western Railway side and Mulund on the Central Railway side covering in all an area of 437.7 Sq. Kms.
  • The Municipal Corporation of Greater Bombay (B.M.C) handles the entire gamut of civic affairs of the city. For the smooth administration the entire city is divided into six administrative zones with 23 wards. The zones are supervised by the Deputy Municipal Commissioners while the administrative head of each ward is controlled by Asst. Commissioner (Ward Officer). There are departmental heads who supervise the work of the major departments pertaining to the civic administration and working under there respective officers.
  • Up to year 1990, The Collector for the District Administration of Bombay and Bombay suburban and one Additional Collector was separately posted to look after the administrative work of Bombay Suburban.
  • In the year of 1995-96 the name of BOMBAY was changed into MUMBAI.
  • On 4th October 1990, Mumbai Suburban District got separated from Mumbai City. Thereafter, Mumbai Suburban District came into existence with independent District Administration. New Collector was posted as head of the District.

Duties of Collector
Collector is the Controlling Authority of the District Administration. The most important duties of the Collector in Mumbai Suburban District are as follows:
  • To handle Land matters such as Grant of Land , Leases etc
  • To conduct enquiries under Record of Rights Rules.
  • To handle the cases of Area Correction, Boundary Correction etc.
  • To collect Land Revenue and other taxes e.g., Entertainment Duty, Prohibition Excise Duty etc.
  • To grant permission for excavation or transportation of minor minerals like stone/murum and to collect Royalty for the same.
  • To provide Relief to the affected persons due to Natural Calamity Viz. Flood, Earth Quake, Fire, Collapse of Walls, Trees, Land Slides etc.
  • To hear public grievances on "The Lokshahi Din" which is observed on the first Monday of every month.
  • To set up enquiries of Police firing cases and custodial deaths in Police Lock Up.
  • The Collector also has administrative control over the District Superintendent of Land Records Department which maintains of Land records viz. Property Card, extract of 7/12 etc. These are public documents and on demand, the certified copies of these documents are to be issued to the public on payment of suitable fees.
  • During Loksabha & Assembly Elections, the Collector works as District Election Officer and is responsible for conducting smooth Elections in his District. Apart from this, updating of Electoral Rolls, and preparation Voter's Photo ID card is done under the supervision of Collector. Collector is also responsible for conducting other Elections such as Biennial elections of Graduates and Teachers Constituency, Cooperative Banks & Credit Societies in the district.
  • Government of Maharashtra provides Funds for various schemes under various Heads for development of the district. These schemes and utilization of funds are monitored by the District Collector & District Planning Committee (DPC). MP /MLA Funds are managed by the Collector for the purpose of District Planning & development.

Collectorate Administrative Set up (Hierarchical Structure)
Collector is also the District Magistrate of the District. The Collector co-ordinates the activities of various departments under him and acts as the District Co-Ordinator. In the absence of Collector, Resident Deputy Collector functioning as Collector.

Office of Additional Collector
This office works for various Socio-Economic Assistance Schemes of the State Government and Central Government for financial aid to the financially weaker section (destitute of very poor persons/ unemployed/ old age etc) of the society to increase their financial income to some extent or to provide financial help to unemployed educated or non-educated persons for starting self employment.
This office is also responsible for implementation of Entertainment Duty Act. 1923 / Betting Tax Act, 1925 and Lottery Tax Act 1955 in Mumbai Suburban District.
