Railway Police RPF & TTE Illegally Harassing Passengers Of Luggage Coach reserved For Tiffin Service In Mumbai Local Train

  Mumbai Tiffin association has got independent coach for Tiffin boxes delivery for Mumbai offices in fort area. Railway has reserved  kalyan end luggage coach for Tiffin services from 10 to 12.30 pm in morning towards Mumbai CST and from 2 to 4.30 pm from Mumbai CST to Kalyan. Many passengers catch train in hurry and daily passengers also boarding in that Tiffin luggage coach from 10 to 12.30 pm. Railway Protection Force (RPF Mumbai) and TTE catch these innocent people and harass them in RPF police station. As ticket holder, PVT and MST pass holders are allowed to travel in luggage coach but RPF treat them as accused of illegal travelling. They take hundreds of passenger in RPF police station and take fine of without ticket ie Rs250 penalty with fare . If some poor people don’t have money then they beat them and don’t give them any receipt for small amount. In Diva RPF case they take all the passengers to kalyan court. In court the passengers come to know that they have penalize for Line crossing . This is the business of RPF and TTE to gain illegal money from authorize passengers . The travelling in Tiffin luggage coach is not an offence(RTI Reply) but then also RPF is harassing public by misusing their power.

A complaint was registered at Diva Station and station master request was also neglected by RPF inspector in Diva that not to harass passenger . Every day around 200-300 passengers  are paying illegal fine and bribe to RPF and TTE. This bribe money is going to high officials and TTE are achieving target using illegal practice . The Mumbai CST Sr.DCM office and RPF DGP also aware about such activity because a complaint was launched at Diva one year back. The RPF Head Quarter immediately order enquiry to Kalyan ACP but latter they manage to be silent. Then also they don’t asked their staff to stop these illegal practice .

On 17 Oct 2013 Mumbai Crime Page team visited the Senior DCM of Central Railway Mumbai CST Mr Narendra A Patil (IRTS) at 4pm. His PA created hurdle to meet Mr Narendra A Patil Sr. DCM . As 3-4.30pm is public meeting  timing but the PA lady didn’t given priority to public . They asked public to wait and allowing union members and other staff people to meet Sr. DCM.

We have chat with Mr Narendra A Patil Sr. DCM Central Railway (IRTS) about this illegal detention of passengers in Tiffin coach . He was not aware about this activity and also didn’t know the guidelines of Tiffin coach . He was also not knowing that travelling in Tiffin coach is not an offence. Surprise is that an RTI reply of Tiffin coach complaint was sent from his office only. It means the Sr. DCM and RPF DGP has given silent approval to harass people. These bosses sit in the AC office and never do any surprise visit at any station .

There is no board at the entrance of the luggage coach that the coach is reserved for Tiffin service. If some where there is any board then quality of printing is very poor. If travelling is offence then there should be a board inside and outside the coach about penalty . There should be also public announcement and a RPF person should stand outside the coach who prevent the passengers  to travel in Tiffin coach from 10 – 12.30 pm.

Out team is getting so many complaints from public about harassment of RPF to take bribe. We are doing more investigation in this case for national interest.
